Rubrics Permissions

No permissions are required for teachers to access a Rubric from the School-wide (Public) Rubrics library. However, Permissions are required to have the option to publish a Rubric to the Private library or the School-wide library.

RBRCS:EDIT ALL	Allows the staff member to manage all school-created rubrics in library
RBRCS:PRIVATE LIB	Allows staff to publish Rubrics to a private library, and to access the Rubrics they have published to their library
RBRCS:SCHOOL LIB	Allows the staff member to publish rubrics to a school-wide library
